As you are Lessee of Marine Lot No..........

I am directed by His Excellency the GOVERNOR to draw your attention to the state of the Sea-wull which, in the vicinity of your Lot, has been injured by recent storms.

His Excellency is personally most anxious to see the main work of the City, viz, the Sea-wall, which protects the Praya, repaired, or rather rebuilt throughout in such a manner as to resist the violence of future Storms, and effectively protect the Public thoroughfare and adjoining Buildings. There is however no legal obliga- tion on the Government, as His Excellency is advised, to undertake such repairs, and in the present state of the Colonial Funds the GOVERNOR cannot hope to meet any but imperative obligations.

His Excellency, nevertheless, would gladly promote a joint effort of the Gov- ernment and the Marine Lot holders to reconstruct the Sea-wall in a thoroughly durable manner, and advises that some arrangement of that kind should be agreed to at an early date. He suggests that the Government and the Marine Lot holders should together contribute to rebuilding the Sea-wall of the Praya, and that the work be carried out under Government supervision.

In such case, however, it might be necessary to ensure by Ordinance the means of recovering his share of the outlay from each of the Tenants of property on the Praya, at certain stages of the work, in the proportion due from each Lot. Those details would doubtless require much personal deliberation and, as it is probable that you will be at liberty after the departure of the next Mail, His Excellency proposes that you should meet myself and the Surveyor General at the Registrar General's Office, being a central position, on the 2nd November at Three o'clock, with a view to making some suggestions on the subject of this

communication.
